The 2018 DC Early Learning Tax Credit for District of Columbia isn't referenced and unclear if the $1000 ELTC is applied when completing my TurboTax returns. FAQs below.

The Washington DC forms have not been released yet; this means that the forms and the programming behind them (and the testing) are not yet officially available.

If the state is released and the entry for the credit is not there, then come back and make a comment.

The expected release date for DC for Online is 1/31/2019, but you can check the status at https://ttlc.intuit.com/replies/3319879

Thank you! The link you provided still shows "coming soon," but as of 1/31 the form is available and the credit was applied.

Turbotax has the form for me, but it's populating it with the wrong child (i.e. it's inputting the info for the youngest, for whom we have not paid for any early learning, instead of the oldest, for whom we do have expenses). How do I fix this?

It also is making me enter *something* for the facility even though my child went to none.

Based on the FAQ I initially pointed, your child would need to have attend a licensed facility in DC:

"A child development facility is a center, home, or other structure that provides care and other services, supervision, and guidance for children, infants, and toddlers on a regular basis, regardless of its designated name. Child development facilities must be licensed by the District of Columbia. A list of licensed facilities can be found at <a rel="nofollow" target="_blank" href="http://childcareconnections.osse.dc.gov/MyChildCare/ProviderSearch">http://childcareconnections.osse.dc.gov/MyChildCare/ProviderSearch</a>. A child development facility does not include a public or private elementary or secondary school engaged in legally required educational and related functions or a licensed pre-kindergarten education program."

As far as which child the form is populating, I don't have a good answer because I only have one! However, it did ask me to select the one child from the "list."

thank you @djwagner00 . That's what i was thinking but then i found this link: <a rel="nofollow" target="_blank" href="https://code.dccouncil.us/dc/council/code/sections/47-1806.15.html">https://code.dccouncil.us/dc/council/code/sections/47-1806.15.html</a> where it is not mention that the care facility has to be licensed. what do you think about it? thank you

@TurboTaxBillMc I'mt not gonna do that at this time, but i found that if i went back to the deductions portion of the state return, and said that the child care facility i used was not licensed, and that i paid $0, it said i was ineligible and the return passed review.

@qberna01 later in that same link you shared (paragraph (e) "(e) The Chief Financial Officer may issue rules regarding the records required to be maintained and provided by a taxpayer and a child development facility(!!!) to substantiate any credits claimed under this section." I bet that other agencies in DC (the CFO or whomever) have made rules like what @djwagner00 quoted, and so have in practice clarified the original statute.

I am not able to complete DC schedule ELC in Turbotax as part of my 2019 DC state return. The DC tax website indicates that a $1,000 refundable credit is available for eligible dependents and expenses but I can't select it in Turbotax. Anyone else faced this problem?

As you probably know, the DC Early Learning Tax Credit was changed to be the Keep Child Care Affordable Tax Credit for 2019, although the DC form ELC is still used.

Note, that the income limit has changed dramatically. Where the upper income limit to take the credit was $750,000 for single and married filing joint in 2018, for 2019, the upper income limit to take the credit was dropped to $150,000 for most filing categories. Please see Schedule ELC.

If your adjusted gross income is higher than this number, then the screen "Keep Child Care Affordable Tax Credit Summary" will not appear as you progress through DC interview.

Is it possible that your adjusted gross income is higher than $150,000 (or $75,000 if filing married, separate)?
