That information is opposite than the info in the previous link. The link states "if you are NOT sending a payment" then send to Dept of treasury IRS, Austin, TX 73301. Your response to the same question states "IF you ARE sending payment, then send to Dept of treasury IRS, Austin Tx...."
So which is it?

We live in Florida as full time residents. Florida does not have state personal income tax. Is there any reason we need to file a state income tax return??

If you do not have a business or rental property in Florida then you do not need to file the Florida Tangible Property Tax Return (Form DR-405).
