Tax Year Prior to 2020: Baltimore City is not an option, cannot efile

The software keeps asking me to enter a county from the dropdown menu under the locality information section. The form explicitly says leave blank if baltimore city. I do this and the software keeps bringing me back to this section as an error, leaving me unable to e-file (even though i already paid). Baltimore city is not an option in the dropdown menu, so this error needs to be corrected ASAP so i can file my taxes.

Select Baltimore county. It really wouldn't matter as the tax rates for both Baltimore city and Baltimore county are both 0320. Maryland 2019 State and Local Tax Forms and Instructions.

Rates for both are not the same. Baltimore County is 0.283 while Baltimore City is 0.320. The system is set up for the highest rate which technically made it save to pick. Selecting Baltimore County with tax rate of 0.320 will enables you to e-file as well not owing the City.

... i found this link to the comptroller of maryland's office helpful... the local tax rate for baltimore county and baltimore city for the 2021 tax year is .0320.  presently, i am holding to speak with an intuit rep to confirm this but if holding becomes to "taxing" (no pun intended; it's only been an hour since i have been on hold) i will select baltimore county since both are the same.   i hope this helps... somewhat...
