If I am a permanent resident in SC and sold a rental property located in NC, can I list capital gains and pay state taxes in SC and not have to pay taxes in NC? In other words is there tax reciprocity between SC and NC for this transaction?

Not for these types of transactions. This is only applicable if you receive W2 pay from a reciprocal state. if you sign a Certificate of Reciprocity, then the non-resident state where you work will not withhold taxes in that state.
