Turbo tax is saying I must file Virginia payment electronically because of these requirements below . Turbo Tax calculates my Virginia estimated payments less than $700, although my Federal estimated payments are calculated as greater than $6000

Electronic filing requirement
You must submit all of your income tax payments electronically if:
Any installment payment of estimated tax exceeds $1,500 or
Any payment made for an extension of time to file exceeds $1,500 or
The total income tax liability for the year exceeds $6,000
