Should I only file NJ state taxes if I collect workers comp NY (lawyer says don't file NY) and live in NJ & what do I put down as income with no W2, do I get NJ refund?

No. Worker's comp is not taxable. If you have no other (joint) income, there is no reason to file a NJ return.
