Should I alter my VA. state income tax refund on Schedule 1, because the amount Turbotax transferred from my 2017 file is wrong?

I filed 2017 VA state return by mail, calculated by Turbotax. I received the listed refund of $269 in 2018. (I've received VA 1009-G stating this.)

My 2017 Turbotax file still shows $269, but Turbotax has transferred $62.

Yes. You should alter the refund.  

Your tax return data should mirror what is included on the Form 1099-G.  The $269 is the amount that was provided to the taxing agencies.
