Should a checkbox for "Received a one-time tax rebate for tax year 2021 from the State of Minnesota" be on the 2024 Minnesota return? Why three years later?

The Minnesota return includes a checkbox with the question about a 2021 rebate. Wouldn't that have been considered in a previous year's return?

Yes.  The 2021 Minnesota one-time tax rebate was approved in May 2023. Since payments were sent to taxpayers starting in August and September 2023, some taxpayers who had address or bank account changes received the rebate in 2024.  The rebate is taxable for federal purposes, but it is not taxable income for Minnesota. Therefore, TurboTax provided the checkbox to help Minnesotans ensure this rebate was not taxed at the state level.
