Requirement to file MI-1040

Searching: "does a 16 year old Michigan student need to file a Michigan return if they received a 1099-Misc for $685 and don't owe Michigan and are not getting a Michigan refund?"

No, your 16 year old student does not have to file a Michigan return.

Michigan Department of Treasury "...You must file a Michigan Individual Income Tax return if you have income that would be included in federal adjusted gross income that exceeds your allowed Michigan exemption allowance(s). Note: For the 2018 tax year, each Michigan personal and dependent exemption allowance is $4,050 plus $2,700...".
