Regarding my California returns, I received form MS F151

information requested includes copies of ss cards, driver's license, W-2s and year to date 2106 pay stubs.

Is this normal?

(FTB 3904)We send this notice when we need you to confirm if you filed a specific personal income tax return.

  • If you did not file this tax return, call 916.845.7088 within 15 days from the notice date.
  • If you filed this tax return, complete the Request to Confirm Tax Return Filing and fax it to 916.843.6124.

I believe this is normal, but I'm not sure why it is triggered.  I also received this FTB 3904 letter.  I was suspicious, and also I was annoyed at this additional step.  Therefore I did not respond, nor did I send the materials the FTB asked for.  

Even though I didn't respond at all, I did receive my full refund by electronic transfer in a couple of weeks.
