RECEIVED INCOME FROM 2 DIFFERENT STATE UNIVERSITIES, DO I DO 2 DIFFERENT STATE TAX FORMS?

LET ME REPHRASE THIS QUESTION.

I ONLY PAID $20 ON A OUT-OF-STATE'S TAX. DO I STILL HAVE FILE STATE TAX IN THAT STATE?

Each state has their own filing requirements. For example, some states require you to file for any amount of state income if you are required to file a federal return.  Which states did you earn income in during 2019?
