The City of San Antonio's Finance Department is likely considered a local government entity.

When TurboTax asks about your wife's employer, you should select "local government."

Here are a few ways to identify your employer's classification:

  1. Employer's name: Often, the name of your employer will include terms like "State of [Your State]" or "City of [Your City]," which can help you identify whether it's state or local (city) government
  2. Public school districts: If you work for a public school district, this is typically considered local government
