Pittsburgh, PA locality: change local wages income allocation for locality

I am filing for PA part-time resident return. I can adjust the PA state porition of my income under the "Income and Adjustments" part of my tax return with no issues.

However, my W-2  box18 "local wages, tips, etc)"  is way higher than my Box 16 "state wages, tips, etc..) , causing my Local income tax, Box 19, to baloon. How can I change the locality wages part on the return to reclaim a higher refund?

Thanks

I found the answer

TurboTax doesn't prepare Local Earned Income Tax returns for the State of Pennsylvania, you would have to file the local return on your own. Here is a PA.gov link that has a list of local Tax Collectors by District.http://dced.pa.gov/local-government/local-income-tax-information/local-income-tax-collector/.
