NY state resident credit

Also I have a question about NY Residence credit. It states "Taxpayers with dual residency status – If you are a resident of
New York State for personal income tax purposes and also deemed a
resident of another state for income tax purposes under its law, no credit
is allowed if the other jurisdiction allows a credit against its tax for the
total resident tax paid to New York."

 

The other state I'm filing in as a full year, dual resident is Virginia. VA does offer a simular credit, but since all of my income was from Virginia I didn't claim this credit against taxes paid to NY($0). Does its mere existence disqualify me from getting this credit from NY, or does "allows" imply that only if I had gotten credit from it I would disqualify.

So did you live in New York at any time during 2019? Did you work for a New York company as a telecommuter in 2019?

 

Why are you filing a New York return if you had no income there?

Ny is my domicile state, I have a drivers licence and bank account and intent to return. I just have a seasonal job that had me in VA over half the year in 2019.
