Nj taxable income is $7135 but tax equals 0

The form shows  taxable income but  it also shows 0 tax due

As a resident of New Jersey with less than $10K of taxable income, you have no tax liability in the state of NJ.  See the chart on page 3 for filing requirements.   NJ 1040 Filing Instructions

You should however, file a return if any of the following apply:

• You had New Jersey Income Tax withheld and are due a refund. 

• You paid New Jersey estimated taxes for 2018 and are due a refund. 

• You are eligible for a New Jersey Earned Income Tax Credit or other credit (Wounded Warrior Caregiver or Renter's/Property Tax) and are due a refund.
