New York State issue with Form 1099-R

After entering the Form 1099-R received for a Life Insurance Cash Surrender payment, and entering all the information the insurance company had entered on the form, TurboTax indicated the Box 14 (State tax withheld) couldn't be greater than or equal to the Box 16 (State distribution).  State tax withheld was $1543.40 and State distribution was $0.00.  It won't let me proceed unless I delete the $1543.40 state tax withheld.  I'm trying to figure out how we submit the proper information when it won't let us.

If you are a New York resident, you could enter the State Distribution as the Box 1 amount, since it is included as income on your New York state tax return.  This will allow you to file.

I don't think that really solves my issue.  The State Distribution is $0.00.  The State Tax Withheld is the $1543 and change.  Turbo Tax is telling me the State Tax Withheld cannot be equal or greater to the State Distribution.  I'll give what you say a try and see if that changes anything but I don't think it will.  Plus you indicate to enter the State Distribution as Box 1 but Box 1 is the Gross distribution which was the full amount of the cash surrender.

As I re-read your answer as well as an answer to another question similar to mine, I think you have provided me with the resolution.  I will try this tonight and see if that fixes the error and allows me to move forward.  Thank you MaryK1101!
