New Jersey resident with Pa retirement. Do I file a Pa state return

I live in New Jersey but receive a Pennsylvania 1099R for retirement. Do I have to file a Pennsylvania return

No.  Retirement income is taxable by your State of Residence at the time you receive it.  Your retirement income is taxable only by NJ.
