my state return is 9 billion dollars after I entered tax state ID. now do I fix this? It was 47 dollars.

It sounds like you may have entered the state ID on the wrong line of your W-2 input.  The state ID belongs on line 15, state wages on 16, and state tax on line 17.  Double check these amounts.
