My son is 19 and his return does not give him a lot of money back. can I file his state taxes without him paying 29.99 this is his first return

It looks like you are using Federal Free Edition (as that is what is listed here next to your username above). In that version, federal is free but state download is an additional cost. You can see that here as well https://turbotax.intuit.com/personal-taxes/compare/online/

If you have not filed federal yet for him, he may be eligible for TurboTax Freedom Edition, you can find that version here https://turbotax.intuit.com/taxfreedom/ but you need to log completely out of the account you are in and create a new account. This is a completely different version from Federal Free Edition so you have to be logged all the way out of that account. 

TurboTax Freedom Edition is geared towards lower-income filers, regardless of tax return complexity, and is only offered through the IRS Free File Alliance (FFA) program. No upgrades are available, but state returns are free.

You need to meet one of the requirements listed below to use that version.
