My son is 19 and his return does not give him a lot of money back. can I file his state taxes without him paying 29.99 this is his first return

You can see if he qualifies for Freedom Edition. Information on that below. If not then you will have to pay the 29.99 fee regardless of return amount.

Also – don't confuse Freedom Edition with Federal Free Edition at TurboTax.com. These similarly-named products are completely different.
