It is VERY common that your state tax reund not match your W-2, Box 17 (state income tax).

What appears on your W-2, box17 is the amount of taxes your employer withheld from your paycheck.  The only time your refund would match box 17 is if you owed NO tax to Missouri, which is uncommon.

You don’t always get back all the withholding .
