My earned income in CA was 39,072 but the program keeps telling me I don't qualify for the renters credit, why?

I am a part-year resident of California and earned 39, 072 however the software keeps telling me that I don't qualify for the renters credit caus the limit is 41, 641 but my CA income was less so why does it say I don't qualify?

To qualify for this California credit, you must be a resident of California all year.
