My daughter is a full time resident of Philadelphia & has PA state & Phil local tax WH. Only has W-2 wages as income. Do you have to file a separate Phil City return?

No,  she is not required to file a Philadelphia wage tax return IF she only had W2 income where the wage tax was deducted from her pay by her employer.  If wage taxes were not withheld by her employer for any reason and she worked or lived in Philadelphia, then she would need to file a Philadelphia Earned income tax return.  See:  https://www.phila.gov/media/20190307112409/Earnings-Tax-return-form-2018.pdf

TurboTax does not prepare any PA local income tax returns.

Yes, you will need to file a separate Philadelphia return.  TurboTax does not cover this so you will need to file via the City website. https://www.phila.gov/services/payments-assistance-taxes/tax-forms-instructions/2018-tax-forms/
