My CD version of TT charges me $44 to prepare a second state return (non-resident)

I have a CD version of Home and Biz TT.  My income is from CA but I'm an AZ resident.  I finished my federal and then AZ return (online posts suggest finishing non-resident first so it may be a mistake.  And even if I deleted AZ return form, it is still there).  When I started CA (non-resident) return, it charges me $44.  I thought CD version allows up to 3 state returns for each federal return.  Please help.  Thank you.

In the desktop software (CD/download), Home and Business includes 1 state program, which can prepare multiple state returns of that one state.

Each additional state program (different state) is 44.99.   See screen images below.

Also be aware that later when you efile, there is a 24.99 state efile fee (except for NY state) for each state return that is efiled.   There is no fee to print and mail the state returns.

If you saw something about 3 state returns, the desktop software limits the number of different states that can be efiled to 3 (see screen image 2 below).

To ensure accurate calculations, TurboTax strongly recommends in the FAQ below that filers prepare their nonresident state return before preparing any resident or part-year state returns.

See this FAQ on non-resident returns.
