My CA state business return says "Do Not File" and will not print or file. Does anyone know how long it will be in limbo?

I am trying to file a LLC and a Partnership CA return and it says in red on the forms Do Not File.  It won't let me print the return either.  Wondering if there is a form that they are waiting for or what is the hold up.
