Moved out of state at the end of year and was paid for holidays until December 31st, 2019.

I was working for a California employer and lived California util December 27th, 2019.

Then I moved to Utah December 28th, 2019.

From December 28th through 31st,  I was paid for holidays.

I applied and issued Utah driver license on December 30th, 2019.

I began working remote in Utah for the same California employer since January 6th, 2020.

For the income I received between Dec 28th thru 31st, do I need to report and file tax return for Utah state?

Because my company had not been able to set up Utah tax ID (not sure what exactly was) by the time I moved to Utah, I continued paying for CA income tax until Dec 31st, 2019.

It sounds like you do need to report the income received between December 28 and December 31.

Utah State Tax Commission defines part-year resident here:

"A part-year resident is a person who is a resident for part of the year and a nonresident for part of the year. All income received during the period of residency is taxable in Utah, regardless of where that income is earned, unless specifically exempted. Income from Utah sources is taxable in Utah during the period of nonresidency."
