Live in VA, work DC - where do I get the DC income tax withheld from my W2?

You don't.  DC and VA have a reciprocal tax agreement.  As a resident of Virginia, you should only have Virginia taxes withheld, and you'll only need to file a Virginia tax return.  Your W2 should list VA in box 15.

If you haven't already, submit DC Form D-4A to your DC employer to have VA taxes withheld instead of DC taxes:
