Is there an issue if I blindly say yes to the question "Electronic Payments Based on a Prior Year"?

I am preparing my 2022 CA state tax. If I am not certain about the question below, is there an issue if I blindly say yes? My understanding is, NOT making an electronic payment when required is an offense. So, answering yes should be the safest option. Any thought?

Need to Make Electronic Payments Based on a Prior Year?

- Made an estimated tax or extension payment over $20,000 for a taxable year beginning on or after January 1, 2009; OR

- Filed an original return with a tax liability over $80,000 for a taxable year beginning on or after January 1, 2009.

You can relax and almost certainly say no.  Had you been required to make electronic payments, you would have received a letter from the CA Franchise Tax Board directing you to.  I, personally will receive one later this year because in 2022 we sold our house in the SF Bay Area for a sizable capital gain.  (I can request they later rescind it as it was a one-off and not a recurring event.)
