Is NYS income tax withholding deductible when you itemize in NYS? I do not think this is the case but it flowed to NY as though it is. I am a non-resident but I don't think this matters. Thanks.

Yes, the state tax you paid during 2019 is deductible as a state itemized deduction on your New York state return. Please view this New York revenue link for more information.
