No, the amount listed on your W-2 as IRC 132 is not subject to taxes in New York.  This value represents any Commuter Benefits you may have received.

Please see the section titled "How are my pre-tax benefit program deductions shown in my W-2?" section for more details.

If it's not subject to NYS taxes, what do I need to tell turbo tax in order to get it to reduce my NYS taxable income by the amount in box 14 for my transit benefits (IRC 132)?

Box 14 on your W-2 form reporting IRC 132 fringe benefits are typically not included in your gross income as reported in box 1 on your W-2 form or in box 16 for your state wages. So, you don't need to deduct that amount from your New York income because it was not included in income on your tax return to begin with.

No, commuter benefits are not taxable by NJ as long as you stay within limits set forth by the IRC 132.  For 2022, employees were allowed to deduct $280  of tax-free commuter benefits.

The funds would be excluded from your wages on box 1 for wages and box 16 for the state wages.
