Illinois Property taxes

My taxes ere paid out of escrow by my lender, I claimed on my federal, But when I input my PIN# and county , I get back that my credit is zero for the state

Possibly you're not eligible to receive the credit?  See this reference for details:

If you are eligible for the credit, on the IL Schedule ICR, Section A, line 4a, Enter the total amount of Illinois Property Tax paid during the tax year for the real estate that includes your principal residence, make sure you re-enter the amount of real estate taxes paid on your primary residence.

there are 4 questions all of which must be answered yes
