If we are filing jointly, why, at the review, does it ask if each individual has filed with the IRS?

The question is posed as if we filed separately.

Yes, even if you have always filed jointly, the program, and the IRS, ask each of you if you filed before. This is to ensure the prior AGI is correctly matched. 

You will be asked to report the prior AGI for each taxpayer in order to e-file. If you filed a joint return, you will report the same number for each taxpayer.
