If I only lived in a state for 2 months, do I have to pay taxes to that state? I lived in California, then moved to Washington (a non-income-tax state) in 3/17.

Yes, depending on your income flow. But, you definitely need to file a part year resident return, if your TOTAL income for the year is above the filing threshhold.

Thanks. Another question: my entire retirement income is from the University of California. Is the whole year's income taxed by the state of California, or just the two months I lived there?
