If I moved to Washington in 2016 but made $1380 in Oregon in 2016, do I need to file a state return?

No, you do not need to file an Oregon tax return, unless you were claimed as a dependent on someone else's return.

The income filing threshold for Oregon is $2,155 for a single person claiming a personal exemption.
