If I have 0 state income, do I have to file a PA state Tax Return?

You only need to file a PA state income tax return if you have gross income over $33 from PA sources or you are a resident of PA, or you operated a business or rental activity in PA. 

Gross income includes interest, dividends, cap gains, retirement income, etc while a resident of PA.  It does not include social security or unemployment.
