If I got a letter saying my state tax was offset does that mean my federal will to or could it just be my state return?

If I got a letter saying my state tax was offset does that mean my federal will be to or just state? I went to a college but never could get a student loan or any type of help so had to quit but the college itself I apperantly owe

No, having your state refund offset does not mean your federal refund will be offset.

To see if IRS will keep your refund for student loans or other debt, call (800) 304-3107, for the US Treasury's Bureau of Fiscal Services.

I also suggest you call your state tax agency to confirm how much and why they are garnishing your refund.
