If I did not live in the United States during the tax year, ho do I respond to the question, what state did you live in during 2021 or if I lived in "another" state?

I do not live in the US but must file a US tax return. How do I respond to question

You scroll all the way down to the bottom of that list of states and choose foreign country or U.S, possession etc.
