Had an actual problem with a 2014 1099R issued with the financial institution or issuers state, Michigan, payers state North Carolina but I lived in Florida. Three years later, North Carolina came after me and wanted tax on ALL my 2014 income. Took me 1 month and 18 phone calls to get it straightened out.
I can't see that PA has anything to do with it. It could be that PA offers to not tax interest for PA residents working with PA-located banks, and that is how they tag their 1099-INT forms, with a PA ID code in 16 that allows PA to confirm it will not be taxable by PA

......but as a non-PA resident, that wouldn't apply to you....You live in FL...all $$ in boxes 1&3 is (other than the exception noted above) is considered stateless, and any in box 8 might be exempt form stat taxes...only if it came from bonds issued by your state (but FL doesn't tax any of those anyhow)
A bigger set of questions...
1) are you absolutely sure it is a 1099-INT form? If so..NO..you do not have to file a PA tax return for that (and, if a FL resident, I would leave boxes 15 & 16 empty in the software 1099-INT form).
.... IF really a 1099-INT...
2) ..What financial institution ( exactly who and where located ) issued the 1099-INT?
3) What other boxes on the 1099-INT have $$ entered on them.
4) did you download the 1099-INT , or did you enter the $$ manually?
1) Yes, definitely a 1099INT. 2) PA State Employees Credit Union, 1600 Elmerton Ave, Harrisburg, PA 17110. 3) Only Box 1 $106.67. 4) 1099INT came in the mail. Thank you for responding and trying to help. Moved out of PA in 2002.
This table is form 2011, but there is no reason it should change.....
Type of Interest................. Pennsylvania Resident ...................Pennsylvania Nonresident
____________________________________________________________________
Saving or other ...............Taxable as interest income...............Not reportable for Pennsylvania
bank deposits ........................................................................... personal income tax

Boxes 15 & 16 are probably only on that form....just in case box 17 has a $$ amount...don't enter anything in those boxes in your 2017 TTX software 1099-INT form, since box 17 is empty
...as to an issue you had with NC one year......that can't be helped if it happens with PA. All you can do (if they complain) is to respond to them indicating you moved to FL in 2002 and are a PA non-resident.
Either that, or talk to the Credit Union now folks and see if they are accidentally filling in box 15 & 16....especially if those boxes were empty in prior years. Sometimes new computer systems come online, and the people preparing the forms and sending the info to their customers, aren't fully trained on how it is supposed to be done..
Thank you so much, Steam Train. I have made 3 phone calls to the credit union where, on the last call, I was transferred to the CD & IRA department Supervisor. I had to leave a message and am now becoming fearful of another experience similar to North Carolina which took one month, 18 phone calls and 2 certified letters to straighten out. I am asking the credit union to issue a corrected 1099INT. In lieu of that, I have the "Interest Income: Residents vs. Nonresidents" table that you so kindly provided to show them. Thanks again., your efforts are greatly appreciated.
