I worked in Kentucky and Ohio in 2016, but live in ohio. Do I need to file a state return for Kentucky? I know I need to for Ohio

No, you do not need to file in Kentucky unless you has Kentucky tax withheld.  Kentucky and Ohio have an agreement (Reciprocity) if you live in one and work in the other you only have to file and report all of the income in the state you live in.  However, if your employer took the taxes out for Kentucky, you can file to get the money back (but you will probably have to pay it to Ohio instead).
