Yes. You will file a Form 763-S. This is a specialized Virginia Form to refund mistaken withholdings. The Form is available in TurboTax if you file a Virginia return (the Form cannot be e-filed, it must be mailed in). You will have to provide proof of your RI residency for the year, and that the withholdings were in error. But that is the form you will use to get your taxes paid to Virginia refunded.
If you lived and worked in VA for the 1st Q of 2018, you would need to file a part-year Virginia return. Did I understand your question correctly?
Hi Daniel- I didn’t live or work in VA during 2018. personnel didn’t not update my new RI address till I caught it- paid VA taxes and would like to have money returned I know there is a form
