My Georgia return status says pending and money is not debited from my account (I owe additional tax to Georgia state). I chose April 16 as the day for debit and turbotax has still not debited money from my account. Is Turbotax not going to debit the money until the return is accepted? In that case, do I have to pay extra penalty?
The bank information for direct debit and the payment date is filed with the state tax return. The state debits the account based on that information.
Your payment date was before the due date of the tax return so the state should not assess a failure to pay penalty regardless of the date they actually debit your account.

Thank you! What happens if my return gets rejected? (hopefully it shouldn't but I had to try 4 times before the federal return was accepted).

In the unlikely event that the state rejects the state tax return, then nothing has been received by the state for the payment. If after April 18 the payment would be late. You can pay the state taxes owed on the Georgia state website here - https://dor.georgia.gov/make-quick-payment
