I need to file a 1099-Misc for an independent contractor I paid who lives in Michigan. The state form asks for Michigan's payer id number. Where do i find that?

That number is issue to you by The MI Dept of Treasury. You have to apply for it.  If you didn't do any MI withholding, for that independent contractor, try leaving boxes 16-18, of the 1099-misc, blank.
