I need help with a sd 100 school district return. I live in one school district but work in another. Do i file one as a non resident return for the one that I work in?

And One as a payment for the one that I live in? Box 19 and 20 of my w2 show that my employer takes out money for the school district that I work in.

No, you only pay Ohio school district tax return for the city that you live in. Unlike the various Ohio city income taxes that apply to both your work city and residence city, the school district tax is only imposed on residents. Only certain school districts in Ohio impose this tax on their . Check the list from the State of Ohio at http://www.tax.ohio.gov/Portals/0/tax_analysis/tax_data_series/school_district_data/SDIT_LIST.pdf

If your employer withheld school district tax for your non-resident city, you can file Form SD-100 to receive a refund of those taxes.

No, you cannot. School District (SD) tax is completely separate from city tax. You do not get a credit for city tax withheld on an SD return and vice versa.
Only school district residents file a return &  pay the tax. Non residents who work within a taxing SD are not subject to withholding. If withholding was mistakenly withheld, your residence SD will not give you a credit. You have to file a 2nd SD return to get a refund.
