I moved to PA at the end of 2017 and was not working yet, but the forms are stating that I am paying PA state taxes. How can I correct situation? I worked in MT & KS-2017

If you do not have any Pennsylvania income in 2017, I would recommend deleting the Pennsylvania return and filing two Part-Year Resident returns:  one for Montana and one for Kansas.  

The question which is driving you to file a Pennsylvania return is found in the Personal Info section, where it asks your State of Residence on December 31, 2017.
