I moved to Ohio in September but did not work in Ohio during 2016, do I need to file state taxes?

No, you do not need to file the Ohio tax return since you did not have any taxable income or work during your Ohio residency.

If you had any earnings in the state you moved from, then that state return would need to be filed as a part year resident.
