I moved to Hawaii mid-2018. Is the income I earned in another state when I was not a hawaii resident subject to hawaii tax?

If you are filling a part-year Hawaii return, only the income earned while a resident of Hawaii and income from Hawaii sources is subject to Hawaii tax.

An example of income from Hawaii source is Hawaii rental property -- this rental property would be subject to Hawaii tax even if you were not a resident of Hawaii.
