I moved from IL to FL 2/1/19; worked in Orlando to 12/31/19, then back to IL. Do I list my resident state IL or FL, .. or as IL, but earn income in FL?

You will file a part-year resident return for Illinois, to cover the income you earned in Illinois for 1/1/19 to 2/1/19.  You will state that Florida was your residence on 12/31.  This way you do not pay Illinois tax on the income you earned in Florida (which has no state tax).  It is justified by the fact that you remained in Florida until the end of 2019.
