I moved from California to New York in September 2018 and did not work in California before moving but started working in New York in October 2018, how should I file?

You should file a New York part-year return only if you had no income in California.  If you had lived a longer time in New York, you may have been justified to claim New York as a full-year resident.  But it is better for you to claim NY part-year this year.  Regardless, all of your income is reported to New York and you do not need to file a California return.
