I moved April 1st but didn't change my drivers license until 11months later... when is my established residency?

Didn't bother to change my license b/c it wouldn't expire for 5 more years until I applied for instate REDACTED and they said I wasn't qualified for instate status.

No. A driver’s license do not determine your state residency.

 

You become a resident of a new state when you have a closer connection to your new state than you do with your old state.

 

That generally happens when you start a new job in a new state, buy a home or sign a lease for an apartment.

 

It sounds like you became a resident of your new state on April 1 or soon thereafter.
