I live in Virginia, but received unemployment benefits from DC. Do I have to file a return for DC?

No.  DC does not tax nonresidents.  If DC tax was not withheld from the income, you only file a Virgina return.  (If DC tax was mistakenly withheld, you file a DC Nonresident Request for Refund return to get DC taxes refunded to you).
